Freeze selected drafts of a group into one immutable publication review.
Read get_ad_plan_group first. expected_versions maps each selected plan ID to its current version; unselected variants are excluded. Each selected variant must validate. Errors prevent the review from being frozen; fix the indicated draft and read current versions again. Freezing creates a review snapshot only. Call publish_ad_plan_group with the returned revision ID to open its human approval card. After a group publication failed or partly failed, pass retry=true with the failed drafts’ current versions: each continues its latest attempt, reusing what that attempt created and creating only the rest.
