add_ad_plan_variants

Add copies to an existing group (a location opening, a new market).

Each target has the same shape as in create_ad_plan_variants (key, label, account_id, optional values, overrides, source_row, copies) and is built from the group’s frozen source exactly as its first copies were. A key already in the group is refused, so repeating the call adds nothing. The group holds at most 200 copies. Stores drafts only.
