resolve_ad_publish_step

Record whether a publication item with an uncertain outcome was created.

Use only with the user’s answer after they checked the ad account. Give created_id when the item exists (it is read back from the platform and must belong to this account and publication), or not_created=true when it does not. A retry is possible once no item is uncertain.
