Create a persistent ad plan; incomplete plans are allowed.

Does not upload, create, enable or change anything on an ad platform. document contains steps [{id,label,operation,params,param_refs}]. Stable step IDs identify separate ads/uploads even when operations repeat. param_refs maps a destination field to {step_id,result_key}, referencing an earlier operation result. Read get_ad_creation_capabilities first; result_key must use that operation’s declared result_fields. An id and a resource_name are different: use the ID for *_id fields and the full resource path for *_resource_name fields. Uploads expose their own keys. Use an account returned by list_all_ad_accounts; omit unknown settings and resolve the returned issues with the user. Reuse this plan for all subsequent revisions instead of creating a new draft on each turn.
