freeze_ad_plan

Validate and freeze the exact draft version for publication review.

Returns field-level issues; incomplete/invalid drafts are not frozen. A successful result includes an immutable revision ID. Freezing only stores a review snapshot: it never publishes or constitutes approval. Call publish_ad_plan with that revision ID to open the publication review.
